MP requests suspension of IPTU increase and other taxes in Piracicaba and points out irregularities
The São Paulo Public Ministry filed a public civil action against the Piracicaba City Hall to suspend the effects of a new Tax Code due to alleged irregularities in its approval process.
The São Paulo Public Ministry (MP-SP) has filed a public civil action against the City Hall of Piracicaba, seeking to suspend the effects of a recently approved Tax Code. This code, proposed by Mayor Helinho Zanatta's administration, was passed in urgency by the City Council in December 2025, leading to alterations in the General Valuation Plan and changes in tax collection rules for several municipal taxes, including the Urban Property and Land Tax (IPTU). The MP-SP is contesting the legitimacy of this legislative approval, citing procedural flaws and lack of transparency.
In its complaint, filed on Tuesday (10), the public prosecutors highlighted that the new code was enacted under significant legislative vices, notably during a rushed approval process without adequate public disclosure or impact studies. These alleged irregularities paint a concerning picture of governance in Piracicaba as important tax changes affecting residents and businesses were made without thorough consideration or community engagement. The consequences of these changes have raised alarms among citizens, prompting the MP-SP’s intervention.
As part of the public civil action, the MP-SP is calling for immediate suspension of the new Tax Code’s effects, reflecting ongoing tensions between local government initiatives and public oversight. This case underlines the critical role of accountability in local governance and the importance of ensuring that tax legislation is enacted through proper procedures. The outcome of this legal action may have significant implications for local fiscal policy and municipal governance in Piracicaba.
