Korea-U.S. Trade Talks Amid Tariff Threats: ‘We Reiterated Our Commitment to Implement Non-Tariff Issues’

Korea's Chief Negotiator reiterated the commitment to implement non-tariff agreements during trade talks with U.S. representatives, amidst tensions over compliance and tariffs.

On November 11, Korea’s Chief Negotiator for Trade, Yeohan Goo, met with U.S. representatives, including Deputy USTR Rick Switzer, during their visit to South Korea. The discussions centered on expanding the implementation of non-tariff agreements that have previously been reached between Korea and the U.S., particularly in the digital sector. Yeoh stated that they aim to focus on progress in non-tariff areas and maintain ongoing communications with the U.S. Trade Representative’s office to ensure stable management of trade issues.

The high-level trade negotiations come in response to U.S. complaints regarding Korea’s failure to meet commitments outlined in a fact sheet from a summit in November last year. The Korean government had committed to streamlining approval processes related to automotive safety standards and biotechnology products, among others, while ensuring that U.S. companies do not face discrimination or unnecessary barriers. However, due to differences in perspectives, a definitive implementation plan anticipated through the Free Trade Agreement Joint Committee has faced delays.

Particularly in the digital arena, both sides have displayed significant differences in their positions. The U.S. has expressed dissatisfaction with legislative initiatives aimed at regulating monopolistic practices among major platform companies, while the Korean government argues that the focus of such regulations does not discriminate against U.S. businesses. Despite efforts to ease regulations governing online platform laws, U.S. officials, including USTR representative Jamison Greer, have voiced continued concerns over Korea's adherence to commitments in agriculture and industry, along with the introduction of new digital service legislation amidst threats of increased tariffs on Korean goods by former President Trump.
