Ukraine is set to make a pivotal shift in its defense policy, planning to establish multiple arms export centers across Europe, particularly targeting the Baltic and Scandinavian countries.
This year, Ukraine is poised for a crucial shift in its defense policy, with plans to open a series of arms export centers throughout Europe, with a focus on the Baltic and Scandinavian states. President Volodymyr Zelensky has announced these extensive efforts aimed at internationalizing Ukraine's arms industry, particularly as production capacities, especially in the field of drones, are currently expanding faster than the available funding for these initiatives.
The strategic pivot aligns with measures announced in October by President Zelensky, which dictate that from November 2025, the defense ministry is to commence a 'controlled export' of Ukrainian weapons abroad. The proposed system revolves around the sale of surplus military equipment, with profits reinvested back into procuring advanced weaponry that the Ukrainian military urgently needs on the front lines against ongoing conflict.
In addition to export centers, reports from Kyiv Independent indicate that Ukraine is also focusing on direct production in partner countries to bolster its military production. This initiative highlights Ukraine's commitment to not only increasing the international presence of its defense industry but also ensuring that the necessary military resources are accessible as the situation remains critical on the ground.
