This decision, made during a press conference on October 10 at the Korea Press Center in Seoul, aims to address the safety issues highlighted by the tragic death of employee Kim Chung-hyun and to reform the multi-layered subcontracting system within the maintenance industry. The consortium refers to the government's 2017 guidelines for the conversion of non-regular workers in the public sector into regular positions, ensuring that all affected workers will be transitioned to direct employment status.
