Draft Laws on Violence Against Women Unite Left and Right, but Stall
Brazil's National Congress faces a standstill on eight proposed laws aimed at enhancing women's rights, reflecting an unusual bipartisan support amidst a backdrop of gender-based violence.
In Brazil, the National Congress currently has at least eight legislative proposals focused on increasing women's rights, each responding to the longstanding issue of gender-based violence. Interestingly, the authors of these proposals represent a striking bipartisan coalition, including lawmakers from both the leftist Workers' Party (PT) and the right-wing party of former President Jair Bolsonaro, showing a remarkable unity in addressing this critical issue. However, the progress of these proposals has been stymied, prompting concerns regarding the political dynamics involved in gender legislation.
In contrast to the positive initiatives, there are also six additional proposals perceived as detrimental to women's rights, all of which are exclusively associated with conservative lawmakers. This dichotomy highlights the complex legislative landscape surrounding gender issues in Brazil, as noted in a study by the movement Levante Mulheres Vivas, which aims to clarify the legislative priorities related to women's rights. The movement's mapping of these proposals serves as an important resource for understanding the ongoing battle over rights that have been historically won versus those that are now under threat.
One significant proposal brought forward in 2023 by Senator Damares Alves from the Republican Party aims to create a National Plan for the Prevention and Combat of Violence Against Women. This follows the initiative by former Senator KΓ‘tia Abreu, who proposed the establishment of the CNPC Mulher, a registry intended to track convicted offenders of violence against women. These efforts, juxtaposed with opposing conservative measures, underscore an ongoing struggle within Brazil's political sphere to adequately safeguard and advance women's rights while navigating a polarized ideological environment.
