Han Byung-do: The Golden Time for One-Point Constitutional Amendment on May 18 is at a Critical Point

Han Byung-do calls for urgent amendments to the National Referendum Act to enable a constitutional change recognizing the spirit of May 18.

On September 9, Han Byung-do, the leader of the Democratic Party, stressed the urgency of amending the constitution to include the spirit of the May 18 Gwangju Uprising, referring to it as a 'golden time' that is at a critical juncture. He emphasized that before this amendment can proceed, it is essential to revise the National Referendum Act, which currently restricts voting rights for citizens living abroad. He pointed out that the Constitutional Court had previously ruled the current law non-compliant with the constitution over 12 years ago, stating that further inaction from the government is unacceptable. Han called for swift action from other political parties to fulfill their responsibilities in this matter.

Prior to Han's remarks, National Assembly Speaker Woo Won-sik had underscored the necessity of amending the National Referendum Act to facilitate concurrent constitutional amendments and local elections during his New Year's press conference on January 5. He indicated a timeline around the Lunar New Year to push for these amendments, as a related bill has been pending in the National Assembly's Administrative Safety Committee since November 18 of the previous year without significant progress.

Woo's statements were echoed by members of various parties, highlighting a collective acknowledgment of the need for constitutional changes. He mentioned that both the President’s new Chief of Staff and the ruling party's leader had brought up the topic of constitutional amendments recently. Furthermore, the leader of the People's Power Party, Jang Dong-hyuk, proposed moving the presidential office and the National Assembly to Sejong City, urging a comprehensive review and initiation of relevant laws to facilitate this transition within the current government's tenure.
