Civil Police concludes that police officers involved in the death of Ryan, 4, acted in self-defense

The final investigation report by the Civil Police states that the deaths of 4-year-old Ryan da Silva Andrade Santos and 17-year-old Gregory Ribeiro Vasconcelos were due to a shootout between police officers and two teens on a motorcycle, ruling the officers acted in self-defense and could not foresee that Ryan would be hit by a stray bullet.
