The Chancellor of Justice, Ülle Madise, has applied to the Supreme Court to declare the Traffic Act unconstitutional in part, as it does not provide for the partial refund of the motor vehicle registration fee if the vehicle is stolen, destroyed, or otherwise rendered unusable.
